Писмо на Илиана Иванова до Комисар Ласло Андор

Писмо на евродепутатите Илиана Иванова, Traian Ungureanu, Marian-Jean Marinescu и Elena Basescu до Комисар Laslo Andor във връзка с ограниченията за български и румънски работници в някои от страните-членки.

Dear Commissioner Andor,

We would like to thank you for a very productive and beneficial debate on the topic of Freedom of Movement for Workers within the European Union, held on Wednesday, 14 December 2011 at the European Parliament in Strasbourg. You have continuously and repeatedly shown your support for free movement of Bulgarian and Romanian workers and consistently presented most convincing arguments on the topic.

We highly appreciate the fact that you took a clear stance as a European Commissioner for Employment, Social Affairs and Inclusion and encouraged governments to consider with great care, not only in light of the situation of labour markets, but also on the basis of the facts and results contained in the European Commission’s Report on Transitional Arrangements Regarding Free Movement of Workers from Bulgaria and Romania issued on 11 November 2011, whether it is truly necessary to maintain restrictions on access to labour markets for Bulgarian and Romanian workers. You strongly encouraged Member States to keep in mind that the transitional arrangements aim at allowing Member States to prepare gradually for the full application of EU law on free movement of workers and must not, by any means, constitute a hidden tool aimed at delaying its application until the very end of the transitional period.

Considering the findings of the report and acknowledging your statement during the debate last Wednesday that the “Commission cannot lay down criteria that Member States would have to use” when notifying the EC of their wish to extend restrictions on labour market access, we would like to urge you to reemphasize and make public your precise and firm position on the issue.

As European Commissioner in charge of the topic, it would be of invaluable importance if you publicly present your opinion on why the opening of labour markets among the eleven Member States that still hold restrictions is crucial for a more efficient functioning of EU labour markets. Furthermore, we find it essential that you state why you find the arguments currently presented by three states insufficient to justify the prolongation of the restrictions. This would be a clear signal for Member States who are still in the process of deciding whether to prolong the restrictions. These Member States should be reminded that apart from notifying the Commission, they need to submit an explanation – with supporting evidence and pertinent arguments, with sufficient data – on the existence of a serious labour market disturbance or threat thereof.

Free movement of workers is one of the fundamental freedoms granted to every European citizen. We believe that as a European Commissioner you should continue to stand firmly behind the fundamental freedoms and rights of the European Union and secure, protect and ensure their implementation in practice. We trust in your fair judgment and strongly believe that announcing publicly, once again, that you stand fully committed to safeguard the EU’s free movement of workers would reassure Member States that in order to have a better functioning and constructive internal market, lifting the restrictions for Bulgarian and Romanian workers would significantly contribute to much more favorable, efficient, and beneficial labour market conditions for both sending and receiving countries.

We would like to express our gratitude for your commitment on the topic and believe that at this crucial moment, at the end of the second phase of transitional arrangements for Bulgarian and Romanian workers, you will continue to show strong will and persistence to protect the rights and freedoms of all European citizens.

    Здравейте г-н Иванов,

    По принцип не очакваме отговор на това писмо. С това писмо бихме искали да насърчим г-н Андор да се обърне към страните-членки да преосмислят своите политики по отношение на трудовата мобилност и да отворят предсрочно трудовите си пазари за наши съгражадни. Г-н Андор винаги е отстоявал идеята за пълна свобода на пребиваване и труд в ЕС. Надяваме се, че той ще продължи да изразява открито тази своя позиция и да настоява пред страните-членки за премахване на рестриктивните мерки на пазара на труда.
    Ние сме в постоянна комуникация с кабинета на еврокомисар Андор. Очакваме през февруари да имаме конкретна информация за това какви точно са мотивите на държавите, които решиха да продължат да налагат трудови ограничения след 2011г.
